QUALITY, HEALTH, SAFETY AND ENVIRONMENT POLICY
The business success of Oceanwind Marine Limited (OML) depends on our ability to improve our products and services continuously while protecting our people and the environment in which they work and live. It is a commitment which is in the best interests of our customers, our employees, and other stake holders.
A strong and visible Quality, Health, Safety and Environment policy is at the heart of OML business and life. All our Employees are actively involved in the practice to ensure that Health, Safety and Environment considerations remain a priority for all.
At OML LIMITED, we believe that the preservation of the Health, Safety and Security of our employees and other persons we come in contact with in our work as well as the protection of the Environment in which we operate are good for business. It is in view of this belief and the need to ensure high quality services to our clients that our management considers Quality, Health, Safety and Environment (QHSE) matters of equal importance with productivity. The management is therefore fully committed to HSE issues. The policy and other rules and regulation contained in this manual are a demonstration of this commitment and shall apply to all operations and activities involving OML LIMITED.
The policy statement contained herein will be made available to all employees of the company. A copy will also be pasted on notice boards in the office and at worksites for the information of our staff, contractors and visitors. The materials in the document will be reviewed from time to time to accommodate changes in statutory requirements and new developments. Any changes will be brought to the attention of all the employees.
It is worthy of note that in applying the HSE rules and regulations as contained herein where there exists a conflict between rules and regulations and those of our client, the more stringent rules take precedence.
HSE OBJECTIVES
In pursuance and fulfillment of the above HSE policy, following, are our objectives.
- To preserve and prolong the life our employees
- To protect company assets
- To increase productivity and hence achieve profit maximization for our company and client
- To ensure that SHE is advocated at all times throughout one’s life span
- To ensure that equipment/machinery are kept long in service
- To minimize destabilization of the ecological set-up
- To develop high morale among workers and encourage long service.
- To educate, enlighten and impart high HSE awareness both in our staff and the community at large.
IMPLEMENTATION OF THE QHSE POLICY
In implementing the Policy, the following shall apply:
- All work must be planned and executed in compliance with this policy
- All jobs not complying with this policy must not be started or if started, must be stopped and the situation rectified before the job can continue.
- Only qualified and competent personnel shall be employed.
- Staff shall be trained on SHE issues to recognize hazards in their work
- Personal Protective Equipment (PPE) shall be provided for all staff and the use of these be deemed compulsory if staff are to be engaged in hazardous jobs
- A HSE Officer shall be employed and his role clearly defined.
- All accidents/incidents that may occur shall be reported and fully investigated to prevent a reoccurrence.
- All HSE Meetings, Lectures, Findings, accidents, Audits, -Plans and performance statistics shall be properly documented for reference purposes and good CASHES inferences.
WORKMAN’S COMPENSATION
All workers on the payroll of OML LTD. are covered by insurance pertaining to the risk obtained in the kind of job they execute.
HSE OFFICER’S DUTIES
The HSE officer’s line of reporting shall be as shown in the Appendix. It shall be the primary duty of the HSE officer to advise Management and supervisors on HSE issues. His duties on day – to – day basis will include the following:
- Give a pep talk or brief to workers before the day’s job begins, highlighting hazards associated with each job and necessary precautions required to prevent accident.
- Ensure that workers wear suitable and adequate personal protective equipment for job they are engaged in.
- Ensure that appropriate work Permits are obtained from the clients and all the precautions stipulated are strictly observed.
- Conduct Unsafe Act Auditing on site day – to – day bases.
- Attend the clients HSE meetings and implement all related action points as they affect the company’s operations.
- Ensure that the correct tools are being used for the job.
- Ensure that all equipment in service are safe to handle and in good working condition.
- Hold HSE meetings with the workforce at least once a month, properly document the minutes of meeting, circulate sections and send copies to the clients
- Display appropriate HSE notices and signs in the work Site.
- Ensure that functional First aid box is on site and all employees treated for injuries they may sustain no matter how small the injury.
- Carry out regular inspection of work place and advise management on the hazardous conditions noted.
- Report/investigate all accidents that may occur.
- Compile HSE statistics and update MEDEVAC and all other emergency procedures.
- Update site HSE records vis-à-vis incidents, medical, visitors, unsafe act/conditions and Near misses.
- Conduct fire drills on a regular basis
- Advise staff and management on Health, Safety and Environment issues.
